You can't install new apps.
You even can't update your apps.
You can't open your play store.

The best and easiest way to get working back your Google play store services is this one. Simply clear cache and data of Google play service app.
Lets Learn How to Clearing Google Play Services Cache & Data:??
Open Settings option
Scroll down and find for Apps.
This open has many apps, but you need to find out Google Play Services app.
After finding it, open it and you will seen many options like Force Stop, Clear data and Clear cache.
Finally ; press them all one by one.
That's It you are done.
